Overview

The position is assigned in the Statistics and Data Innovation (SDI) Unit under the Office of the Chief Economist and Director General (EROD) within the Economic Research and Regional Cooperation Department (ERCD). ERCD, led by the Bank’s Chief Economist and Director General, supports the Bank’s mission by providing cutting-edge research, macroeconomic forecasts, producing statistical databases, undertaking country diagnostic studies, generating insights for development practice based on innovative data sources (e.g., satellite images, AIS data, and mobile phone data), and other analytical work. SDI’s mandate covers the creation of statistical and economic knowledge, as well as building data capacity in developing member countries (DMCs). SDI publishes statistical compendiums and statistical/economic research, develops and maintains associated statistical databases, supports ADB Management and regional departments with data-related advice, conducts methodological studies on data and measurement issues, creates novel methodologies to utilize innovative and progress on established data formats, coordinates with regional and international statistical agencies on global statistical standards, and undertakes pilot studies with emerging data techniques and technologies.

Job Purpose

The Senior Statistics Officer (Data Science) will play a key role in building up the capacity of the Statistics and Data Innovation (SDI) Unit by developing and applying data science tools and methods to leverage non-traditional, high frequency data for development research. The incumbent will contribute to: economic and statistical work, including self-directed research, as well as data and computer science-related areas of the department; preparation of SDI knowledge products and data capacity building in DMCs. The incumbent will report to the Advisor, ERCD and Head, EROD-SDI, and provide support in planning and implementing the unit’s data science programs.

Responsibilities

Knowledge Creation Using Data Science

  • Undertakes quantitative analyses and data work, including applying advanced techniques, models and algorithms (e.g., machine learning) in assigned projects;
  • Implements data analytics including the management, processing, and analyzing (high-volume/complex) data using appropriate software;
  • Assists in the preparation of data visualizations and repositories;
  • Contributes to SDI publications, working papers, journal manuscripts, ADB briefs and documents for Management.

Capacity Building Activities

  • Contributes to relevant SDI capacity building technical assistance activities;
  • Manages, leads, and designs capacity building activities in data science and alliances/partnership with diverse data partners, both internally within ADB and in developing member economies;
  • Assists in the preparation of training materials for courses.

Qualifications

Relevant Experience & Requirements

Master’s degree in economics, statistics, computer science, or data science and at least 5 years specialized experience relevant to the position can be considered. A PhD in these fields is not required, but will be an advantage.

  • At least 10 years’ work experience in related fields, with a strong publication record in applied data science, including peer-reviewed publications or comparable dissemination activities, and at least 6 years of supervisory experience.
  • Excellent project management capabilities as shown in projects completed and delivered.
  • Proficiency in using spreadsheets, statistical/econometric software (STATA, Python, R, or SQL), database applications, and knowledge in implementing automated routines.
  • Good knowledge and understanding of official statistics, applied statistical/econometric techniques, innovative data formats, and other related analytical tools.
  • In-depth knowledge and understanding of the research process.
  • Excellent skills in verbal and written English.
  • Good interpersonal and communication skills to work successfully with colleagues and clients. Able to work collaboratively as a productive member of a team is essential.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
