Gil Beltran of the Department of Finance delivered the conference keynote address on behalf of Sec. Cesar Purisima.</p> <p>The opening plenary session featured National Competitiveness Council Private Sector Co-Chair, Guillermo Luz as well as Bank of the Philippine Islands President, Cesar Consing.
